Anne Twinomugisha Muhairwe

Anne Twino Mugisha Muhairwe currently holds the position of Deputy Inspector General of Government (DIGG) in Uganda, overseeing an independent institution dedicated to combating corruption and abuse of authority. Additionally, she serves as the President of the Uganda Christian Lawyers Fraternity (UCLF), leading a group of legal professionals committed to promoting access to justice and defending the rights of the vulnerable.

As the first female president of UCLF, Anne has demonstrated her passion for mentoring the next generation by organizing a youth convention focused on skills, values, ethics, and integrity, which attracted over 5000 young participants. Under her leadership, the fraternity continues to thrive in providing Pro Bono services, legal education, and advocacy across Uganda.

Before assuming her role as DIGG, Anne served as a Principal Legal Officer in the Ministry of Defense and Veterans Affairs. In this capacity, she played a pivotal role in establishing the Veterans Legal Aid Clinic, offering pro bono services to military veterans and their dependents to facilitate their transition into civilian life. Additionally, Anne’s involvement in regional and international Human Rights and Peacekeeping initiatives, including coordinating the United Nations Women Project, underscores her commitment to gender equality and peacebuilding.

Beyond her professional accomplishments, Anne is also a devoted mother.
